Explain medicaid spin down?

my sister lives in Michigan and when she applied for medicaid, they put her in the spin down program. Thankfully she has no chronic illness except for high blood pressure. Her advisor said she is not eligible to apply for any other program. She lives on SS and did reverse mort on her home so she only has that limited income with no other income.
